[목차]I. 서론 II. 실용외교의 선험적 및 이론적 검토1. 국내외 실용주의 외교 사례2. 실용외교의 이론적 검토 III. 이재명 정부의 실용주의 외교: 배경, 현상, 인식, 그리고 정책1. 배경: 자유주의 국제질서의 약화와 미국의 대외정책 기조 변화2. 현상: 강대국 정치와 보호주의 무역의 복원, 전방위적 안보화3. 인식: 국제사회 변화에 대한 수용, 안보 개념 재정립4. 정책: ‘현상유지’ 외교와 대외 정책의 ‘국내화’ IV. 결론: 연구 요약, 남북 관계에의 함의 및 정책적 제언​[초록] 이재명 대통령의 취임과 함께 출범한 ‘국민주권정부’는 유례없이 복합적이고 급격한 변화를 겪고 있는 국제정세에 직면하고 있다. 이재명 정부는 “급변하는 질서에 제대로 대응”하기 위한 방법으로 실용외교를 천명하였다. 실용외교는 이른바 ‘코리아 퍼스트(Korea First)’의 관점에서 “국가와 국민의 권익 증진 지향”한다. 본 연구는 실용외교라는 이재명 정부의 정책 기조를 다각도로 살펴봄으로써 향후 이재명 정부의 주요 외교안보 정책들을 예측해보는 한편, 그로 인해 한반도 정세에 미칠 영향을 탐구하고 정책적 제언을 제시하고자 한다. 이를 위해 본 연구는 우선 실용외교를 내세웠거나 , 실용외교로 평가받았던 국내외 사례들을 살펴보고, 동시에 실용외교를 이론적으로 이해해보고자 한다. 이를 토대로, 신정부 출범 이후 개최된 주요 외교 일정 등과 관련된 주요 성명과 보도자료, 그리고 선거 당시 외교·안보 공약과 정부 출범 이후 발표된 국정과제 등을 토대로 이재명 정부가 현재의 국제정세를 어떻게 인식하고 있는지 분석함으로써 실용외교을 보다 면밀히 이해하고 향후 정책 방향성을 제시해보고자 한다.[Abstract] The Lee Jae-myung administration has commenced its term amid an international environment marked by profound complexity and rapid transformation. In an effort to respond effectively to an array of emerging threats and challenges, the administration has articulated pragmatic diplomacy as its principal foreign policy orientation, underscoring the promotion and protection of the nation’s and its citizens’ interests. Against this backdrop, the present study seeks to examine the Lee administration’s conception and implementation of pragmatic diplomacy in order to better comprehend and anticipate its core foreign and security policies and initiatives.To this end, the study first surveys both domestic and international precedents in which pragmatism has functioned as a central tenet of foreign policy formulation. It further analyzes the notion of pragmatic diplomacy within a theoretical framework, elucidating its underlying logic and policy implications. Building upon this foundation, the study evaluates key diplomatic statements, official press releases, and policy documents to discern how the Lee administration perceives the current configuration of global affairs. By providing a comprehensive understanding of the administration’s pragmatic diplomacy, the study concludes by discussing its broader strategic implications and advancing policy recommendations for the effective realization of pragmatic diplomacy.

[목차]I. 서론II. 이론적 배경 및 검토1. 개념 정의: 군비통제, 군축, 비(非)확산, 그리고 반(反)확산2. 각 개념의 특징과 관계에 관한 고찰3. 소결III. 군비통제 레짐 분석1. 근대 군비통제 레짐의 기원과 발전 과정2. 오늘날 글로벌 군비통제 레짐의 주요 구성 요소와 특징3. 한반도에서의 군비통제: 9.19 군사합의서 및 북핵 군비통제 논의를 중심으로IV. 결론: 연구요약 및 정책적 함의​[초록] 각국간 긴장이 고조되고 그로 인해 전쟁의 가능성이 어느 때보다 높은 현재의 국제 정세 속에서 각국간 군비 경쟁(arms race)은 일견 당연한 결과로 생각되기도 한다. 이러한 상황에서 군비통제는 실현 불가능한 이상적인 정책적 목표로 간주될 수 있다. 하지만, 군비통제(Arms Control)는 무력 사용의 장벽이 낮아졌을 때 가장 요구되는 측면이 있다. 역사적으로 살펴보더라도 핵전쟁의 위험이 고조되던 냉전 초기에 군비통제에 관한 논의나 협상이 가장 활발했다. 군비통제는 이처럼 갈등을 관리하기 효율적인 수단이 될 수 있으며, 특히 한국 외교에 있어 “가장 절실한 문제인 동시에 가장 달성하기 어려운 과제”이다. 이러한 문제의식을 바탕으로 본 연구는 군비통제를 , 다각도로 살펴봄으로써 외교 정책 의제로 활용할 수 있는 방안을 탐구한다. 구체적으로, 군비통제와 군축, 그리고 비확산과 반확산의 개념을 정리하는 동시에 각 정책목표간 관계를 고찰하였다. 이를 바탕으로 냉전기 미·소 군비통제를 중심으로 군비통제 레짐이 발전해온 과정을 분석한다. 또한, UN 군축의제를 중심으로 현재의 군축레짐의 주요 내용과 특징, 그리고 9·19 남북군사합의서를 비롯한 한반도에서의 군비통제를 살펴봄으로써 효과적인 군비통제 정책 수립을위한 정책적 제언을 제시한다.[Abstract] In an era marked by heightened tensions and intensifying competition among nations, the prevalence of arms races between states may appear almost inevitable. Consequently, arms control is often perceived as an idealistic objective, remote from practical realization. Yet paradoxically, arms control assumes its greatest importance precisely under such challenging circumstances. Historically, discourse and negotiation on arms control reached their zenith during the early phases of the Cold War, when the specter of nuclear conflict loomed large. In this context, arms control functions as an indispensable mechanism for managing crises and mitigating the risks of escalation. For the Korean Peninsula in particular, it remains a matter of both urgent necessity and exceptional complexity.Against this backdrop, the present study seeks to examine how arms control can be effectively integrated into a pragmatic foreign policy framework. To this end, it elucidates the concepts of arms control, disarmament, non-proliferation, and counter-proliferation, while analyzing the dynamic interrelationships among these closely related yet distinct policy objectives. Building on this conceptual foundation, the study traces the evolution of the global arms control regime, with particular attention to U.S.–Soviet initiatives during the Cold War. Furthermore, it reviews the principal features and characteristics of the contemporary disarmament regime, centering on the United Nations’ disarmament agenda, as well as arms control efforts on the Korean Peninsula. The study concludes by offering policy recommendations designed to establish an effective arms control strategy that enhances South Korea’s national security while advancing its broader national interests.
